Our Team

Team ALARIS is a network of UAS industry professionals that can support the most difficult integration project for both small and large unmanned systems. Our team is actively engaged in shaping the UAS industry (one of our team members co-leads a workgroup on FAA Subcommittee SC-228 in the creation of Minimum Operation Performance Standards (MOPS) for UAS Detect and Avoid (DAA)). Our knowledge of airspace integration challenges, both domestic and internationally, has enabled us to work closely with the FAA in expanding the typical COA boundaries to provide the best value for our customers.


Tony “Pooch” Pucciarella

A retired Commander and Navy Pilot, Tony's leadership background in aviation, engineering, and business has created a unique skill set that answers unmet needs in the unmanned systems industry. Tony Graduated from the Ohio State University with a B.S. in Aeronautical and Astronautical Engineering, and received his MBA from Loyola’s Executive Program. Additionally, he is a certified Project Management Professional (PMP). Tony has been a leader in the military and general aviation industry for over 25 years. He served as the Airspace Integration Certification Lead for the Navy’s Triton UAS program and led the development of the program’s safety case for Sense and Avoid (SAA). Tony remains in-tune with ongoing UAS regulations and recently led a workgroup supporting the Detect and Avoid (DAA) rulemaking efforts of FAA Special Committee 228 (SC-228).

In uniform, Tony flew P-3 Orions as an Operational Test Pilot and Gulfstream aircraft where he safely transported Navy, Marine Corps, and White House leadership to destinations all around the world. His final active duty assignment was as the Fleet Integration Lead and Chief Pilot for the Navy's C-37 (Gulfstream V) program. He is certified as an Airline Transport Pilot (ATP), FAA Part 107 UAS Pilot, and is rated in aircraft ranging from the iconic B-25 to the fastest business jets flying today.

Tony started Alaris, LLC in 2014 to provide consulting and flight services to the unmanned industry. Tony enjoys living in Southern Maryland with his wife and two children.


Michael Collins – UAS and Business Development Subject Matter Expert

Mike is an Acquisition Expert with broad experience in leading high performing teams through the entire project life cycle. With proven results in both government and private industry, Mike knows how to create and fulfill a full spectrum solution for strategy and requirements development, project leadership, program management, program certification, documentation and manuals creation, and project fulfillment.

As a retired officer and Navy Pilot, Mike has been a part of Naval Aviation for over twenty-five years. Beginning his career as a helicopter pilot, he has concentrated on unmanned aviation for the last ten years by supporting platforms such as the MQ-8B Fire Scout, MQ-4C Triton, and UCLASS. He is deeply entrenched in the issues of Detect and Avoid and the FAA Certification Process for UAS. For the past five years, Mike has mentored the next generation of UAS Innovators with his volunteer work as an AUVSI’s UAS Student Competition Judge.


Ryan Henderson – UAS Operations and Data

Originally from Knoxville Tennessee, Ryan is a Southern Maryland transplant. He attended the University of Tennessee where he earned a B.S. in Business and has since been involved with several businesses ranging from Real Estate to children’s apparel. While academically trained in business, Ryan’s heart lies with computers and technology. He is also an amateur photographer. His UAV experience started several years ago with RC planes and a very inexpensive multirotor that one may find at a local retail store. Since then, Ryan has been involved in a variety of projects ranging from search and rescue, precision agriculture, counter UAS detection data acquisition, maritime operations, and cinematography including aerial filming for the CBS series “Hunted”. Certificated both as a manned and remote pilot, Ryan has hundreds of hours logged for both fixed and rotary-wing aircraft and has piloted UAS ranging in size from 250 grams to 170 pounds.

Ryan is certified as both a Private Pilot and FAA Part 107 UAS Pilot. He has lived in Southern Maryland since 2011 where he enjoys the peace and tranquility of southern Maryland with his wife and two daughters. In his free time, he enjoys motorcycling, camping, boating, flying, and of course spending time with his family.

Joe Piazza – UAS Tactics and Applications

Born into a military family, Joe grew up all over the world. He settled in Southern Maryland with his wife and was hired by the Charles County Sheriff’s Office where he has served in the Patrol Division, Criminal Investigations Division and the Special Operations Division. He recently retired from the Emergency Services Team after 17 years to spend more time with his teenage daughter and wife. He has commanded hundreds of raids and barricade situations and was one of the first operators to become an explosive breacher. Joe is currently assigned to the Southern Maryland Criminal Justice Academy as a sworn instructor where he teaches topics such as Defensive Tactics, Firearms, Taser, Interview, Interrogation, and Patrol Procedures.

Joe believes that the professional use of UAS and robotics improves the overall safety of the operators and subjects. He began flying drones in 2012 and has integrated them into the team’s training and operations. He was instrumental in forming the Charles County Sheriff’s Office's sUAS program and continues to help improve the program. Joe is certified as a FAA Part 107 UAS pilot and remote pilot instructor. He grew up flying planes with his father and grandfather. When he’s not working, he enjoys running marathons, playing the guitar and watching his daughter compete in horse shows.

Rodney Manuel – Law Enforcement and Collision Reconstruction Expert

As a retired Maryland State Trooper, Rodney acquired a diverse background during his 23 years within the law enforcement community – specifically within the discipline of collision reconstruction. Rodney was a member and supervisor of the Maryland State Police Crash Team for 12 years. The last 3 years of his career were spent as the agency’s Collision Reconstruction Coordinator – the final reviewer of serious and fatal motor vehicle crashes. Rodney obtained the highly coveted Accreditation Commission for Traffic Accident Reconstruction certification (ACTAR #2164) in 2009.

Rodney has been flying UAVs and RC Helicopters for several years, and is currently employed by a law enforcement agency where he led the implementation of a robust sUAS program. Rodney is a certified FAA Part 107 UAS pilot and serves a remote pilot instructor. He has flown numerous sUAS law enforcement missions to assist local, state, and federal agencies with various types of investigations.

Rodney has a passion for technology, and has assisted with research and experimental projects attempting to solve sUAS limitations – to include reliable indoor flight and minimized down time during battery changes. He has successfully built and implemented a video command console which allows for the drone video to be securely streamed to authorized viewers. Additionally, the system allows for the received image to be observed on a larger screen to better effect search and rescue efforts.

Sean “Skipper” Moulton – UAS Subject Matter Expert

Sean has been uniquely involved with unmanned systems for over 12 years. Sean is a retired Air Force Lieutenant Colonel with both manned (C-130, T-38, T-1) and unmanned (RQ-4 Global Hawk) pilot experience. He graduated from the Air Force Academy and is a USAF Weapons Officer Graduate. His experience includes multiple combat tours overseas and he served as a commander for Test & Evaluation. Sean has continued to lead in the unmanned community since his military retirement. He has specialized in ground station development, autonomous operations and airspace integration. His main focus is on supporting commercial development and employment of unmanned systems.

Suzanne Pucciarella – Marketing and Communications

Suzanne manages the ALARIS marketing and communication effort. Her Master’s Degree in a clinical field, combined with her teaching background, has contributed to her unique ability to work well with teams and business leaders. Suzanne has extensive experience in marketing, sales, and social networking, and she also held the position of Vice President of Sales for an aviation magazine. She is well versed in the use of social media as an essential tool for networking and marketing. Suzanne enjoys spending her extra time with her family in Southern Maryland.
